NYSCAR Meeting in Westchester
As we approach the Fall, we are preparing for our next Board/annual meeting to be held at the Hilton Hotel in Rye Town, New York in Westchester County on September 12. Reports will be heard from each of the committees and officers and governors will be elected.
We will also be discussing the 2011 education schedule. Please keep in mind that all licensees are required to successfully complete 22.5 hours of approved continuing education, including at least 3 hours of instruction pertaining to fair housing and/or discrimination in the sale or rental of real property or an interest of real property, within the two-year period immediately preceding such renewal. It is important that you keep track of your continuing education credits. We suggest that you keep a file with your course completion certificates in case you are audited by the New York State Department of State. 
 
NYSCAR Fall Education
On October 14, NYSCAR in cooperation with the Metro LI Chapter will sponsor “Discrimination Issues in Commercial Brokerage,” instructed by Edward S. Smith, Jr., ITI. This course, which meets the NYS requirement for the 3 hours of fair housing in order to renew your license, will be held at the offices of the Brooklyn Board of REALTORS.
 
On October 28, NYSCAR in cooperation with the Greater Capital Chapter of NYSCAR will present a full day education course at the Ramada Inn (just off Everett Rd) in Albany, NY. Peter Karl, Esq. will be the instructor. The Greater Capital Chapter will hold a marketing session following the course on October 29. Full details will be posted in the near future at www.nyscar.org and also in my September article.

Update from the National Association of REALTORS (NAR) NAR Says Congress Needs to Act Soon to Ease Credit in Challenged Commercial Real Estate Markets
Testifying before a House panel on July 29, Jim Helsel, treasurer of the National Association of Realtors® and commercial real estate specialist, told members that a strong commercial real estate sector is vital to millions of U.S. jobs and helps keep the national economy afloat.
“As the leading advocate for private property rights, NAR believes it is critical for Congress to act soon and to get capital flowing to small businesses and to the commercial real estate market,” Helsel, president of Helsel Inc., Realtors®, in Camp Hill, Pa., told the House Committee on Financial Services.
“Lack of available credit remains a significant challenge for our industry right now,” Helsel said. He commended the panel for passage in June of H.R. 5297, “The Small Business Lending Fund Act of 2010,” which ensures community banks have both the incentive and capacity to increase total loans to small businesses. Raising the SBA loan limits and allowing SBA 504 loans to be used to refinance performing property can help ease the liquidity crisis in the commercial sector, he said. Legislative
While the big news from Congress on the last day of June was the extension of the home-buyers tax credit, the bill also included an item of interest to commercial practitioners – the approval of the National Flood Insurance Program, which buyers need to qualify for a mortgage for a home located in a flood zone. The National Flood Insurance Program (NFIP) was extended through September 30th. The bill is retroactive and will cover the lapse period from June 1, 2010, to the date the law is enacted. NAR will continue to work with Congress on the NFIP Reform bill, and we will keep you posted on those efforts.  
 Community Recovery and Enhancement Act of 2010 As commercial property values continue to decline and lenders adopt more restrictive lending standards with lower debt ratios, the commercial real estate industry needs to find vast new sources of capital to remain afloat. In late July, Representative Berkley (D-NV) introduced H.R. 5943, the “Community Recovery and Enhancement Act of 2010,” which would help mitigate the commercial equity gap through incentivizing investment in distressed commercial real estate assets. Under this proposal, investors would receive a one-time 50 percent bonus depreciation on the amount invested into a qualifying distressed commercial asset. NAR will continue to work to help Congress pass this legislation. Annual Conference

I am pleased to report that the 9th Annual NYS Commercial Real Estate Conference held at the Turning Stone Resort and Casino in Verona, NY was a huge success! 165 attendees took advantage of the outstanding networking opportunities and education programs. In addition to attendees from New York, there was representation from Connecticut, New Jersey, Massachusetts, Oklahoma, Texas, California, Florida, Ohio New Hampshire and Vermont.

 

It is most gratifying that we had a great crowd in light of the challenging economic times that we all face. The attendees realize that this event is an unbeatable value and is well worth their time and support. John Lavelle (Hudson Valley) did a superb job serving as conference chairman.

 

Each year we have a fantastic group of sponsors and this year was no exception. Wilson, CCIM, SIOR, and Peter Vergis.

 

During the June 16th lunch, our keynote speaker, Dr. Mark Dotzour (Chief Economist for the Real Estate Center of Texas A&M University) gave a very enlightening economic update. NYSAR’s President Hank Fries (Westchester) presented a brief association update and NYSAR’s Director of Government Affairs, Mike Kelly, gave a legislative update. This year’s marketing session was very well received. I’d like to thank Jim Wilson, CCIM, SEC (Florida) and Chuck Sutherland, SEC (Texas) who served as lead moderators for the marketing session. There is an enormous amount of work to prepare for the session. Each year Bob Giniecki, CCIM, SEC does an outstanding job in assisting in the preparations for the session which certainly helps to make it a great event. Norton Honored with the NYSCAR Meritorious Service Award

 

NYSCAR held their Board meeting on the evening of June 15. It is with great honor that I report that the second NYSCAR Meritorious Service Award was presented to Jerome Norton, CCIM, SIOR from Grubb & Ellis, New York. Jerry has served on the NYSCAR Board for many years and has been instrumental in bringing programs to the Long Island area as well as recommending the development of a Leasing Roundtable program. The Leasing Roundtable has now become an important segment of the annual conference each year.


Albany Education & Marketing October 28-29, 2010

On October 28-29, NYSCAR in cooperation with the Greater Capital Chapter will hold their annual October education program followed by a marketing session. The event will be held at the Ramada (formerly Clarion Hotel) on Watervliet Ave. Ext., Albany (off Everett Road). Don’t miss out – mark your calendar and plan to attend!
